Default Browser can't add a pass to the Wallet app. You must use Safari on a Mac or on iPhone.

Limitations
Older barcode readers are unable to read a screen.
Try to use handheld readers in these cases.
Apple Watch
Only some barcodes are compatible with the Cards (Wallet) application. This is an Apple limitation that cannot be circumvented.
